  28. One of the grants that the Supreme Court had given to the states is the Internet Tax Nondiscrimination Act of 2004 which was an unfunded mandate meant to stop states from collecting taxes from taxing internet services and transactions and that too discriminatory taxes . It had cost about 80-120 million dollars in order to incorporate this mandate. The recipients were the general public who were Internet users. Also, this grant has accomplished what it has intended to do after being extended by Congress multiple times and also Obama until the Permanent Tax Freedom Act was voted by the House and approved by Obama. Through this, the potential of the information and services provided by the Internet has been reserved to people and permanently banned from being exploited.
