Federalism

The federal government uses the incentive of money to get the states to comply with its wishes. There are five different types of federal grants given to the states. They are:
1. Block Grants
2. Categorical Grants
3. Formula Grants
4. Project Grants
5. Unfunded Mandates
On the internet, locate information about one of the above specific types of grants to the states.  Identify one specific grant by title, determine the purpose of the grant, the cost of the grant, the recipients, and evaluate the success.  Has it accomplished what it was intended for it to do?  Yes? No? Explain your answer. You may not copy a grant used by a fellow classmate.

  1. COMMUNITY MENTAL HEALTH SERVICES BLOCK GRANT
    Provides financial assistance to states, enabling them to carry out the state’s plan for providing comprehensive community mental health services to adults with serious mental illnesses and to children with serious emotional disturbances. The maintenance of effort requirement for state fiscal year 2016 is an estimated $745.5 million. This grant has been more than helpful to the mental health services. Because of this grant more people are getting the treatment they require.

  2. The National Science Foundation (NSF) helps provide support for science and engineering fields (excluding medical fields) and funds federally supported research done by US universities. Fields such as mathematics and economics are funded by this foundation. The annual budget is about $7.0 billion. The grant is very successful, since it was founded in 1950 and is still funding various researches and contributed massively in education such as their Research Experiences for Undergraduates summer programs. Their budget in 2016 was up to $7.46 billion.

  3. A block grant is a grant from the central government that a local authority can allocate to a wide range of services. An example of a block grant is the Temporary Assistance for Needy Families which is commonly known as welfare. This grant is designed to promote the basic physical and material well-being of people in need by providing underprivileged families with money and services. The cost of the grant is around $16.5 billion. The grant was mostly a success because nearly 110 million Americans were given welfare. It has accomplished its goal because people that were once in poverty can now afford food and basic needs. However, welfare has reduced the recipients incentive to get a job.

  4. An unfunded mandate is when a new piece of federal legislation requires another entity to perform functions for which it has no funds, such as the No Child Left Behind Act. This act authorizes several federal education programs that are administered by the states. Since it falls under the category of "Unfunded mandates", states received no financial help from the National Government when this act was enforced. Instead, states had to fund the programs on their own. As a result, many states and districts have ignored parts of the law, including the requirement to ensure that highly qualified teachers are evenly distributed between poor and wealthier schools. Therefore, since it was not successful, Congress replaced this act with the Every Student Succeeds Act in 2015.

In a block grant, money is allocated to a general idea and it is up to the states and locals to determine exactly how to use it.In the Energy Efficiency and Conservation Block Grant, $3.2 billion was invested in promoting and implementing energy efficiency practices that would also result in more jobs. The recipients were cities, communities, states, U.S. territories, and Indian tribes. The grant was largely successful, with bipartisan support. The money was used to make many cities more efficient and cutting the energy costs by thousands, making it a good investment.

  7. The Head Start program was created in 1965 as a summer school program to help low income students catch up before the start of their first year in school. Now they serve more than 1 million low income families per year in education health. Congress gave over 500 million dollars towards the program. Head Start categorical grant participants have to follow conditions of the grant meaning they have to make reports to the US Department of Health and Human Services periodically. This grant was extremely successful because it is now helping over a million students a year in excelling in their class work.

  8. Categorical grants are grants issued by the United States Congress, which may be spent only for narrowly defined purposes. A categorical grant is Food Stamps Program Participation Grant of five million dollars issued by FNS to FY. The grants are specifically for projects aimed at simplifying the food stamp application and eligibility determination systems or improving access to food stamp benefits by eligible households. Food Stamps were successful through providing assistance to low-income households for obtaining nutrition and food.

  10. Formula Grant
    The purpose of the formula grant is to money to specific states according to a mathematical formula. Basically a formula grant is a type of categorical grant where states and local governments do not apply for a grant but are given funds on the basis of a formula. Anyone is eligible for this grant as long as that person meets the certain requirements they can receive as much money they need to get by in life. Yes, this grant has accomplished what it was created for, in fact even in today's day and age we have Financial Aid, Free Application for Financial Aid Students, etc. that has helped out the citizens of the United States.

  11. Medicaid program is a categorical grant, grant that is given to the recipient with little discretion over how the money is spent. It was established with the purpose of extending the range of health and medical services for Americans of all ages, but now it does so for low income people, families, pregnant women, the elderly, and people with disabilities. It costs the federal government around $476 billion. Medicaid provides free health insurance to 74 million low income, families, children, pregnant women, and disabled people in 2017. It is successful in that it definitely saves lives, it provides funding for individuals who can not afford the life saving treatments they require. But it definitely has its draw backs which is the costs that the government has to pay for. In my opinion it accomplishes what it was intended to do. It provides medical funding for individuals and families who can not afford certain necessary medical treatments. Barring life saving treatments from them because of high costs would be inhumane in my opinion.

  12. A formula grant is a type of mandatory grant that is based on statistical criteria. As an example of formula grant funding, the U.S. Department of Health and Human Services (DHHS) operates the Nutrition Services Incentive Program, which provides grant funding to encourage efficient delivery of nutritious meals to the elderly in a given geographical area. The cost of the grant is based on the number of meals served to each applicant, however, 15 million was given for the grant and $.50 is reimbursed per delivered meal. The grant is successful because programs such as meals on wheels came into existence because of the grant. The intended purpose has been achieved as many elders in a certain area are able to receive meals that can lead to a healthier life.

  13. The State Homeland Security Program is one of the block grants that is funded by the Homeland Security Grant Program. It aims to improve the safety of the U.S. states with the given $402 million through the purchasing of weapons, funding law enforcement training, purchasing multiple types of equipment for a variety of situations, etc. The grant has been successful in limiting the number of terrorist attacks, drug trafficking's, and illegal purchasing of guns.

  15. A project grant is similar to scholarships except it is a federal grant given based on merit and for specific purposes such as education. One example is the Pell Grant. The purpose of the Pell grant is to fund students who need financial aid for college. The maximum amount that recipients will be funded is $5920 and the total federal spendings on the grant from 2015-2016 was $28.2 Billion. Recipients are chosen based on their financial needs, their cost of attendance, being either full-time or part-time student, and how long they attend the school. On average, pell grant students have about 5.7 percent lower graduation rates compared to non pell grant students so it could be said that the grant was successful but the data contains a lot of discrepancies such as varying rates between schools and inaccurate reports of data; there are also many variables so it is hard to have a clear interpretation of the data.

  16. The Family Violence Prevention Grant shows productiveness in the lower amounts of domestic violence disturbances. The grant also educates domestic violence prevention. The program often provide victims of domestic/dating violence & children with shelter, safety planning, counseling, legal help, among other services. 
    The base cost of the grant is  $600,000 per state as of 2012. This grant have been extremely helpful for the victims and victim's children if there is any. Public awareness is also helping to draw attention to domestic violence and more people are educate about it. Also, the Bureau of Justice Statistics reported the incidents of nonfatal domestic violence have declined 63% since 1994.

  17. The department of Education 'race to the top' is an example of a project grant. A project grant are grants given by the federal government to state and local governments on the basis of merit. The department of education for example different states submitted applications up to $4 billion in supplemental education money. The school use this money to hire teachers, office leaders, or programs for the students. This money is also used to improve the the standards of the school. I believe this grant has accomplished what it is meant to do because for example our school uses money for better technology use on campus and teachers and students are able to expand our limits in the classroom, other than text books.

  18. Local Law Enforcement Block Grant is provided by the Department of Justice to local governments which funds 'Public Safety' & 'Crime Prevention' for the people's safety in America. The programs funding reached $1.2 billion over its first 3 years. It was almost a success until the 9/11 attack in which the funding was "deprecated in favor of counter-terrorism programs". The programs funding declined to $115 million in 2004 & was then replaced by the ''Justice Assistant Grant' in 2006.

  19. The Indian Housing Block Grant provides cheap housing to low income Native Americans on reservations in states such as North Dakota, Alaska, and Oklahoma. The program is successful because it gives Native Americans that were relocated a new place to live at a relatively low price, so the natives are happy, other Americans are happy, and the U.S. Government is happy. It has accomplished what it is meant to do because it has helped develop and modernize Indian reservations. The cost of the program is about $660,000,000 per year.

  21. Community Development Block Grant
    This grant began in 1974 and is still in existence today. It is one of the longest running grant programs in the US. The Department of Housing and Urban Development better known as HUD administers this grant. It awards money for community development projects. Areas addressed are housing and anti-poverty among others. Grant restrictions are determined at the state level who also determines eligibility and any grant restrictions. This is a $8 million dollar grant to localities for a range of development projects such as parking lots, museums, and street repairs as well as affordable housing. It has accomplished its goal because it has been used to fund many community projects over the past 43 years.

  22. Work Force Investment Act Grant
    It is a federal act that provides workforce investment activities, through statewide and local workforce investment systems, that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by participants. The cost of the grant is $2,588,108,000. The act is successful, millions of unemployed Americans have trained for new careers as part of this act. Providing jobs for unemployed is one of its purposes which hit has successfully done.

  24. Protection and Advocacy of Individual Rights (PAIR) Grant

    The Protection and Advocacy of Individual Rights grant is part of the many formula grant programs. The purpose of this grant is to support each state's protection and advocacy system in order to protect the legal and human rights of individuals with disabilities. According to the most recent data, the cost of this grant program is approximately $17,087,735. The recipients of this grant program are individuals with a disability who fall under the following criteria. The individual's concern needs to extend farther than just the scope of the Client Assistance Program, which is authorized under the Rehabilitation Act. The individual must also not be eligible for services from the Protection and Advocacy of Developmental Disabilities program, which is a part of the U.S. Department of Health and Human Services' (HHS) programs. Finally, the recipient must be also ineligible for the another HHS program known as the Protection and Advocacy for Individuals with Mental Illness. The grant program has been successful due to the facts that it has been established in all 50 states as well as territories, and that it has the broadest mandate and represents the greatest number of individuals out of all the various Protection and Advocacy (P&A) programs.

    They receive a block grant to fund them from congress. For example, in 2010, congress voted to increase the NIH budget to $31 Billion. Its purpose is to do biomedical and public health research to benefit the people. I believe it has been successful since it is responsible for many scientific achievements, like using fluoride to prevent tooth decay, and vaccinations against hepatitis.

  26. Low-Income Home Energy Assistance Program- Block Grant

    The purpose of this grant was to help people with low incomes that pay a high proportion of household income for home energy by assisting their immediate home energy needs. The funding for the fiscal year 2017 was listed at $3.09 billion. I feel as if the grant has proved to be successful because LIHEAP has teamed up with Sealworks and the HEAT program to help many households in need. In 2011 alone, they helped ober 60,00 people/households. Thus, they have accomplished what they have intended to do by helping the lower class with their energy problems.

  27. Internet Tax Nondiscrimination Act of 2004 - Unfunded Mandate

    An unfunded mandate is a regulation that requires a state or local government to perform certain actions with simply no funds involved to reach the requirements , the Internet Tax Nondiscrimination Act of 2004 interdicted states from collecting sales taxes on internet purchases.It stopped internet services and transactions.The annual revenue for the states cost between 80 and 120 million. This wasn't successful because it limits sales taxes on music and other goods. Also many house holds have internet access in which people got sales through internet services like homepage and email. so with the act it highly affects business's like comcast in which you can pay online , and also since technology is rapidly growing , online businesses sales taxes are decreasing.

  28. FOOD STAMPS CATEGORICAL GRANT

    Categorical grants are the way in which the federal government influences local and state governments. These kinds of grants come with strict rules on their spending. The Food Stamp Program was enacted in 1965 and is still in effect today. Food stamps are designed to enable low income families to buy the food they need. Approximately $30,000 is granted to a family of three in need. Those entitled to the program recieve a monthly voucher to purchase food. I believe food stamps are successful in that it relieves hunger among those who can't survive on their own. Poverty in America is an issue and this grant gives those who don't have the ability to support themselves and their family a way to put food on the table.

A block grant is a large sum of money granted by the national government to a regional government with only general provisions as to the way it is to be spent, in contrast to a categorical grant, which has stricter and specific provisions on the way it is to be spent. The Affordable Care Act is one of the most expensive block grants the US has. It has covered many citizens who have not been able to afford healthcare. But because of the repeal and replace effort by the Republican Party it has brought up the potential expansion of the categorical grant Medicaid by $243 billion between 2020 and 2026.This is a problem because Medicaid would cover people less so the repeal would in the end not deliver.

  30. A Project Grant is a categorical grants given for specific purposes and awarded on the basis of merit of applications. For example the National Endowment For The Humanities is a project grant that gives grants to individuals and institutions to provide funding for further study and/or research in Humanistic research which the government has allocated 146 million towards. This grant has been very successful as it has established programs that vary from funding to help revitalize the Lakota/Dakota language through a master-apprentice language-learning program for Sioux Tribe members and the creation of a veterans studies program at Missoula College in Montana and has fulfilled what the intended purpose for this grant.

    The Magnet School Program is a categorical grant that is designed to attract students from different areas and from across the district. The program consists of schools or programs that are specialized in an special area of studies, such as performing arts, science, etc. The cost of the budget that was recorded in 2008-09 $87,593,239 (most recent budget I could find). This program is very successful and different programs are added to different schools everyday to help give a racial balance and help minorities.

  33. Clean Air Act - Unfunded Mandate
    An unfunded mandate is a statute or regulation that requires a state or local government to perform certain actions, yet provides no money for fulfilling the requirements. For exmaple, the Clean Air Act regulates air emissions from stationary and mobile sources. Among other things, this law authorizes EPA to establish National Ambient Air Quality Standards (NAAQS) to protect public health and public welfare and to regulate emissions of hazardous air pollutants. The cost-benefit analysis in the March 2011 report evaluates the effects of the 1990 amendments to the Clean Air Act. In 2006 dollars, the report says the costs of public and private efforts to meet the amendments should reach $65 billion by 2020. But the benefits are expected to reach $2 trillion for that year as a result of the saving of life and health, improved environmental conditions, and increased economic welfare of Americans. This act was mandated for all private and public entities. In an EPA peer reviewed report estimate in 2020 exceeds costs by a factor of more than 30-to-1. Overall the act has been a great success. Economic welfare and economic growth rates are improved because cleaner air means fewer air-pollution-related illnesses, which in turn means less money spent on medical treatments among American workers.

  34. A formula grant is a type of grant that is awarded based on statistical criteria for specific types of work. The Job Training Partnership Act of 1982 was a United States federal law passed October 13, 1982, by the United States Department of Labor during the Ronald Reagan administration. The law was the successor to the previous federal job training legislation, the Comprehensive Employment and Training Act (CETA).Funded programs offered career counseling, general job training, specific occupation training, job search assistance, school-to-work programs and temporary employment training programs.JTPA-funded programs included summer youth and employment training programs for teenagers and young adults ages 14 to 21, adult education programs, dislocated-worker programs and multi-state programs.It cost around $85 billion. It was repealed by the Workforce Investment Act of 1998 during the administration of President Bill Clinton.In 1998, Congress repealed the JTPA and upgraded it with the Workforce Investment Act (WIA) after the JTPA received criticisms about its effectiveness. It was not a success if it was repealed and upgraded to a better form.

  36. An unfunded mandate is a formal order given by the federal government that requires state and local governments to execute certain actions without providing any means of funding. The National Minimum Drinking Age Act, created in 1984, declared that states were instructed to prohibit the sales of alcohol to minors. This program was integrated and aimed to combat drunk driving because many studies during the late seventies and early eighties claimed that teenage alcohol was spiraling into mayhem. This act was a success because the number of motor vehicle collisions due to drunk driving has decreased significantly, as well as improving public health, such as decreasing the number of deaths from alcohol poisoning and suicides, and limiting the availability for brain damage. There wasn't a cost needed to implement this program, however, if a state did not comply, then a portion of federal-aid highway funds would be taken away (5% if the law wasn't enforced within 3 years, and 10% for 4 years).

    The Mental Health and Substance Abuse federal Block grant programs award funds to states to establish, expand systems to provide mental health services to people with serious mental illness, or children with serious mental disorder or substance use disorder. The grant counts for about five percent of state expenditures. I would say the grant was a success it helped people with serious illnesses. Even with it helping people i dont thing it worked as intended 87% of the funds were spent on substance abuse services which i think is dispraportionate to what government wanted.

    Substance Abuse Treatment Capacity Programs and Activities or the Substance Abuse Prevention and Treatment Block Grant (SABG) passed by the U.S. Department of Health and Human Services to help plan, implement, and evaluate activities that prevent and treat substance abuse. It is administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) within the Department of Health and Human Services. According to SAMHSA, the program annually provide treatment services for 2.5 million Americans costing around $483 million in 2017: 73.4% of clients demonstrate abstinence from illegal drug use and 81.6% abstinent from alcohol use. Not only does this program help the people who are addicts, but it also helped the local societal economies stabilize - since the National Institute on Drug Abuse estimated that illegal drugs, alcohol and tobacco cost society about $559 billion every year. Therefore, I can conclude that this program is somewhat successful - since it's still an ongoing process.

  39. A formula grant is a type of federal grant that is awarded to an applicant based on the state's statistical criteria for specific types of work. The Indian Education formula grants funds to ensure that the educational needs of Indian students are met. The budget of this grant is $6.6 million in the fiscal year 2017. I consider this grant a success based on the many benefits it has provided for Native students. The enrollment of Indian students in secondary-education has greatly increased, especially in public schools. The grant has provided enrichment programs, culturally-responsive after-school programs, Native language classes, early childhood education, tutoring, and dropout prevention. The Indian Education grant funds allow regular school programs to meet the cultural academic needs of Indians and allow them to participate in an education system.

The ADA is a civil rights law that prohibits discrimination against individuals with disabilities in all environments. Since this act is unfunded by the federal government, instead, the ADA is funded by local and state association. The americans with Disabilities Act has provided equal opportunities for people with disabilities inn public accommodations,employment,and transportation. This act has also provided protection for people on the basis of race, color, sex, national origin, age, and religion.

  41. Individuals With Disabilities Education Act-(IDEA)-Formula Grant

    A Formula Grant is a type of mandatory grant that is awarded based on statistical criteria for specific types of works to states. The Individuals With Disabilities Education Act is a four part piece of American legislation that ensures students with a disability are provided with Free Appropriate Public Education- (FAPE) tailored to individuals needs. The cost for Individuals With Disabilities Education Act is around 13.6 Billion dollars. The recipients for this Act is all children with disabilities and infants and toddlers with disabilities from birth to age of 3.
    This Act is successful because as soon it came in schools could no longer deny education to students with disabilities. States and schools had to identify and serve all children with disabilities. They developed and implemented Individualized Education Program-(IEP) for each child to be educated to maximum extent along with their non-disabled peers.

  42. Categorical grants are grants that can be used only for specific purposes or categories of state and local spending. Magnet Schools Assistance Program (MSAP) is a categorical grant that was administered by U.S. Department of Education to help desegregate public schools. In the 2016 fiscal year MSAP had a budget of $91,205,998 but it has been seeing a decline in funding. The recipients of this grant are local education agencies who are looking to create new charter schools or desegregate the schools. The program has been successful with magnet schools outperforming many private and public schools. The MSAP has done its mission desegregating schools and seen in the improvement of minority test scores and academics in urban areas of major cities.

These services include: 1) Preventing, reducing, or eliminating dependency. 2) Achieving or maintaining self-sufficiency. Foster Care Services – Children $427 million in 33 State.foster care is the highest SSBG. with more children been added to social services, staes are trying to take it down due to the amount of money being spent for programs.

  44. Unfunded Mandates are regulations that the states have to comply to without and financial aid from the federal government. The U.S. Flammable Fabric Act was put in place to regulate the manufacture of highly flammable apparel and fabrics in general. Per offense over the act, the penalty can be up to $6,000. For series of offenses, the penalty can be up to $1.5 billion. Manufacturers have to provide certificates proving that they have complied with the Flammable Fabric Act. If the manufacturer does not have the certificate that proves compliance with the act, their product is deemed too harmful for public use. The act has accomplished what it was intended to do. There are less accidental fires because of highly flammable components in fabric.

  46. Unfunded Mandate-
    is a statute or regulation that requires a state or local government to perform certain actions, with no money provided for fulfilling the requirements. Public individuals or organizations can also be required to fulfill public mandates. For example, the voting Rights Act of 1965 required certain states to change the way they operated their voting process, in order to ensure that African Americans were being given the opportunity to vote. These changes included monitors over the process that ensured that voters were not being denied their right and that votes were being accurately counted. These changes were required by law, and it was expected that the states would have to use their own money to implement them.

An unfunded mandate is a requirement set forth by a governing agency that does not provide any type of funding to facilitate the requirement, an example of this being the Disposal of Coal Combustion Residuals (CCR) from Electric Utilities Final Rule. The Disposal of Coal Combustion Residuals (CCR) from Electric Utilities Final Rule provides criteria that support and encourage the appropriate beneficial use of CCR. The unfunded mandate costs the federal government around 27.3 billions dollars. Any disposal unit that receives CCR from an off-site electric utility or independent power producer, including from a closed fossil fuel power plant, is covered by the rule unless it is a municipal solid waste landfill. This unfunded mandate has very clearly achieved what it was intended to accomplish. There is a list of power plants that have complied with the rules and regulations, thus reducing overall pollution of the planet.

  48. Local law enforcement block grant - block grants are general grants given to the states with broad categories in which they can be spent. One such example is of the local law enforcement block grant. This grant was given to many local governments in 1995. The grant was used to fight crime as well as improve community living across the nation. The broad category of uses for the grant allowed communities to use the money in the ways most beneficial to them. In three fiscal years, 1.2 billion dollars was. distributed throughout America to different local governments. After the 9/11 attacks in 2001, the grant was depreciated so the government could focus on anti-terrorism efforts.

  49. Formula grants are noncompetitive. Formula Grants are given and distributed based off of a formula set by legislation and regulations. An example of a formula grant is the Juvenile Justice and Delinquency Prevention Act of 2002. The Act is meant to separate children from adults in prison and make sure children are treated right while in prison. Any state that meets all requirements can receive 600,000 dollars. The act has been very successful in keeping children and adults separated while in prison. This is known as "juvie" which like a jail/prison only for convicts tried as under the adult age.

  50. A block grant is a grant from a central government that a local authority can allocate to a wide range of services. The Native Hawaiian Housing Block Grant (NHHBG) program was authorized by the American Homeownership and Economic Opportunity Act of 2000. This Act amends the Native American Housing Assistance and Self Determination Act (NAHASDA) of 1996 and creates a new Title VIII - Housing Assistance for Native Hawaiians. The use of NHHBG funds is limited to eligible affordable housing activities for low-income (not exceeding 80% of the median income for the area) native Hawaiians eligible to reside on Hawaiian home lands. In fiscal years 2010 through 2014, DHHL used about 4.1 percent of its NHHBGs for planning and administration activities, or an average of about $298,000 annually. The use of NHHBG funds is limited to eligible affordable housing activities for low-income Native Hawaiians.Development activities that are currently being implemented include site improvements for new construction of affordable housing and financial assistance for eligible families to acquire and rehabilitate affordable housing. Among other eligible activities, DHHL is also using NHHBG funds to provide housing services, including homeownership counseling and technical assistance, to prepare families for home purchase and ownership. It has accomplished what it was intended to do because of how much money and housing that Hawaiians have received through this grant.

  51. Asbestos School Hazard Abatement Act
    ASHAA a categorical grant which are grants, issued by the United States Congress, which may be spent only for narrowly defined purposes. ASHAA is designed to establish a program to assess and reduce the risk posed by asbestos in schools, as well as provide financial and scientific assistance to schools, as well as the state and local agencies responsible for them. Additionally, the Act insures that educational workers will not be penalized for bringing possible asbestos exposure risks to the EPA’s attention. During summer of the next year, 340 private and public schools took advantage of this program for 417 individual projects, resulting in a $45 million expenditure for the EPA. In 1986, another 295 schools required $47 million. The program was not successful as the hazard of asbestos is still widespread even after 30 years. In October 2014, Ocean View School District in Orange County, California was forced to close three campuses after test results found asbestos in several classrooms. The risk of deaths by asbestos are still prominent so the results of the grant should not be considered successful.

The Substance Abuse and Mental Health Services Administration (SAMHSA) is the U.S agency which helps reduce the impact of substance abuse as well as mental illnesses within America.The recipients of this grant are those who have mental illnesses as well as those with substance abuse problems, the money is generally directed at certain facilities who's goals are to rehabilitate those people. There is no one amount of money because SAHMSA is constantly rewarded and giving grants to different communities. So far it has been successful by funding hospitals and mental health institutes.

  53. Hurricane Sandy Disaster Relief Activities-FWS.
    This was a Project Grant given to state prior to Hurricane Sandy that allowed them to spend it towards Environmental relief. Its purpose was to provide aid after Hurricane Sandy, however, because different states had different levels of damage and different needs, how they spent the money was up to them. During the the year 2016 $1,742,046 was awarded for 7 projects to Maryland, Connecticut, Virginia, and Rhode Island. The grant was successful in restoring communities of fish by funding the destruction of certain dams and funding studies on the effects of the Hurricane.

  54. Race to the Top (Project Grant)
    This was a Project Grant where states sent in applications to receive federal money. The states would showcase their abilities to hire excellent teachers as well as promote student growth and achievement. This was not all that successful as states such as Tennessee and Detroit were being handed the award. Pretty soon other states saw inconsistency in scoring and decided to not allow any submission into this grant. This grant did achieve its overall purpose of getting states to further invest in education, however, once states saw that there was a bit of unfairness that was where the legitimacy was diminished and the grant failed.

One of the grants that the Supreme Court had given to the states is the Internet Tax Nondiscrimination Act of 2004 which was an unfunded mandate meant to stop states from collecting taxes from taxing internet services and transactions and that too discriminatory taxes . It had cost about 80-120 million dollars in order to incorporate this mandate. The recipients were the general public who were Internet users. Also, this grant has accomplished what it has intended to do after being extended by Congress multiple times and also Obama until the Permanent Tax Freedom Act was voted by the House and approved by Obama. Through this, the potential of the information and services provided by the Internet has been reserved to people and permanently banned from being exploited.
