Federal Bureaucracy

There are four types of organizations in the Federal bureaucracy:
  • Departments are the largest part of the executive branch. There are 15 executive departments, each with a specialized jurisdiction over the management of a different policy area. Each is headed by a Secretary (Justice = Attorney General) who is appointed by the President and confirmed by the Senate. Each department is organized somewhat differently, but generally is further subdivided into bureaus or offices. The heads of each executive department are part of the President's cabinet.
  • Independent regulatory commissions have the responsibility for making and enforcing rules to protect the public interest in a particular sector of society. They exercise all three types of power - legislative (rule making), executive (enforcement of rules) and judicial (adjudication of those who violate the rules). They are independent of the departments, but not independent of oversight.
  • Government corporations provide services to the public that could be delivered by the private sector, but usually at rates lower than what the private sector would charge. Government corporations are generally overseen by a commission appointed by Congress. Some of the largest of these government corporations are the U.S. Postal Service, TVA and Amtrak.
  • Independent executive agencies encompass everything else in the executive branch of the government. Administrators of these agencies are appointed by the President and usually serve at his "pleasure." Some examples of these independent agencies would include the General Services Administration which oversees buildings and supplies used by the U.S. government, and NASA, which supports space exploration and travel.

  1. The agency I chose was the National Aeronautics and Space Administration (NASA). NASA is an independent agency. NASA's main responsibilities are to conduct scientific research and space exploration. NASA has 17,381 employees currently. The current head of NASA is Jim Bridenstine who was recently appointed by President Trump in September of this year. The NASA Transition Authorization Act of 2017 was signed off by President Trump in March and ensures that NASA remains at the forefront of space exploration and discovery.

The agency I chose was The Central Intelligence Agency (CIA) it is a civilian foreign intelligence service of the United States federal government, tasked with gathering, processing, and analyzing national security information from around the world, primarily through the use of human intelligence (HUMINT) The CIA has 21,575 people currently working. Mike Pompeo is the head of the CIA. H.R.47 is a recent legislation that provides a civil penalty of up to $10,000 against a member of the intelligence community who, as part of a communication to a U.S. Senator or Representative that involves classified material.

  3. The agency I chose was the Federal Bureau of Investigation (FBI). The FBI is the nation's lead federal law enforcement agency. The FBI's main responsibilities are to protect the United States against foreign threats and attacks, to uphold and enforce criminal laws, and protect civil rights. There are 35,000 people employed in this agency, with the current director being Christopher Wray. Introduced in January of 2017, the Terror Intelligence Improvement Act requires each federal department or agency to provide the FBI information about a person who is or has been under a federal terrorism investigation.

  4. The agency i chose was the Federal Trade Commission. This agency is an independent agency of the United States government established in 1914by the Federal Trade Act. Its principal mission is the promotion of consumer protection and the elimination and prevention of anticompetitive business practices. Maureen K. Ohlhausen is the current head of this agency. There are 1,131 employees in this agency and the Federal trade commission act is the legislation that effected it the most.

  5. The agency I chose was the Social Security Administration.This Social Security Administration is an independent agency. The program consist of retirement, disability, and survivors' benefits.To earn these benefits most workers pay social security taxes.This agency has 65,00 employees. The head of the agency is Michael J. Astrue.The Inspector General Empowerment Act of 2016 is a legislation that was passed that affects this agency.

  6. The agency i chose was the Enviornmental Protection Agency (EPA). The EPA is an independent agency with cabinet level status. The EPA enforces federal environmental protection laws and conducts research relating to the health of the environment. The number of employees in the EPA is 15,376. The current head of the EPA is Regina McCarthy. A current piece of legislation that affects this agency is the clean water act that regulates discharges of pollutants in the waters of the U.S.

  7. The agency I chose was the United States Postal Service (USPS). The USPS is a government corporation, whose main responsibilities are to provide postal service to people in the U.S. The USPS has 639,789 employees as of September 30, 2016, and its current head is Megan J, Brennan. One recent piece of legislation that affects this agency is the Postal Service Reform Act of 2017, which plans to reform postal service benefits, postal service operations, and postal contracts.

  8. National Security Agency or the NSA is a national-level intelligence independent agency. The agency is responsible for monitoring communications to gather intelligence and protect national security. The agency is estimated to have 30,000 to 40,000 employees. The current head of National Security Agency is Michael S. Rogers. Legislation that has recently affected the NSA is The USA Freedom Act. The main goal of the act was to end the NSA’s bulk collection of Americans’ phone records.

  9. I chose the Small Business Administration (SBA) it is an independent federal agency that helps small businesses in the United States. Responsibilities, the administration provides aid, usually in the form of loans, and counseling to assist and protect the interests of small business concerns. The SBA helps Americans start, build, and grow businesses all across the country and in U.S. territories, such as Puerto Rico, the Virgin Islands, and Guam. Linda McMahon serves as the 25th Administrator of the U.S. Small Business Administration They’re 3,293 employees as of 2015 The CFR is the codification of general and permanent rules published in the Federal Register by the government's executive departments and agencies.

The Agency I️ chose was The Federal Emergency Management Agency (FEMA)it is an agency of the United States Department of Homeland Security it is responsible for coordinating the federal government's response to natural and manmade disasters,The federal government has provided disaster relief in one form or another since the early 19th century.FEMA currently has 9,981 employers currently working for them.the current head of FEMA is Brock long who has only been head for a couple of months ,Donald trump chose Him to be the head .One piece of legislation that is in effect is H.R.1471. Which states that FEMA is to study related to disaster costs and losses

  11. I chose the Occupational Safety & Health Admin (OSHA). OSHA is an agency of the United States Department of Labor. OSHA sets and enforces standards relating to the well being of working Americans. OSHA currently has 2,265 employees. OSHA is headed by Acting Assistant Secretary of Labor, Loren Sweatt. The Needle-stick prevention and Safety Act of 2001 that is currently in use gives OSHA more jurisdiction in the medical field as they work to ensure the implementation of safer needle devices.

  12. I chose the Federal Communication Commision (FCC). The FCC is an independent agency. The FCC is responsible for regulating interstate communication through cable, radio, wire, satellite, and television. The FCC currently has 1,688 emploiyees. President Trump appointed Ajit V. Pai as chairman of the FCC. The Telecommunications Act of 1996 allowed communication businesses to compete against each other, meaning that the FCC would have to make more regulations to ensure that businesses played fair.

  13. I chose Government Accountability Office(GAO). GAO is an independent agency. It investigates government spending of taxpayer dollars to ensure they are being spent wisely and efficiently. The agency contains 3350 employees during as of 2010. The head of the agency is also known as the Comptroller General: and the person appointed in this position is named Gene L. Dodaro. The No FEAR Act holds the federal agencies accountable for violations of anti discrimination and whistleblower protection laws. It requires agencies like GAO to post on their public Web sites certain summary statistical data relating to equal employment opportunity complaints filed against the respective agencies.

  14. I chose the Nuclear Regulatory Commission (NRC). They are a Independent Regulatory Commission. Their job is to regulate civilian use of nuclear materials. The NRC has 3,815 employees and their head is Kristine Svinicki. The atomic energy act affects the NRC.

  15. I chose the Food and Drug Administration (FDA). The FDA is a federal executive organization under the Department of Health and Human Services. Their responsibilities include regulating food, dietary supplements, drugs, cosmetics,medical devices, blood products, etc. The head of the FDA is Scott Gottlieb and the number of employees is 14,824. The Federal Food, Drug, and Cosmetic Act affects the FDA.

  16. I choose the General Service Admistration (GSA). It is an independent agency. It facilitates the work of other federal agencies providing them with office space and other equipment. As of 2014 there are 11,502 employees. The head of the GSA is Denise Turner Roth.There is no recent legislation that affects the GSA beside the Federal Aquistion Regulation (FAR).

  17. I chose the Office of Environmental Management, which is a federal executive organization under the U.S. Department of Energy. The Office of Environmental Management exists to address the nation's nuclear weapons and research through cleaning up nuclear waste. James M. Owendoff is the current head of the agency who is in charge in 3,207 employees. One current piece of legislation that affects this agency is the U.S. leaving the Iran Nuclear Deal.

  18. I chose the department of Veteran's Affairs. It is one of the 15 departments. It provides for the healthcare, benefits, and memorial services of veterans. It employs 346,000 full time employees. David A. Shulkin is the current Secretary of Veteran's Affairs. H.R. 1329: The Veterans’ Compensation COLA Act of 2017 is one aspect that effects this legislation.

  19. I chose the Securities and Exchange Commission. The commission is an independent agency of the United States federal government. The agency has the responsibility of enforcing the federal securities laws, proposing securities rules, and regulating the securities industry, the nation's stock and options exchanges, and other activities and organizations, including the electronic securities markets in the United States. As of 2015, the commission employs 4301 employees. The head of the agency is chairman Jay Clayton. A piece of legislation that affects the legislation is Dodd–Frank Wall Street Reform and Consumer Protection Act. The act promotes the financial stability of the United States by improving accountability and transparency in the financial system, to end "too big to fail", to protect the American taxpayer by ending bailouts, to protect consumers from abusive financial services practices, and for other purposes.

  20. The agency I chose was the Office of Personal Management (OPM), which is an independent agency. Their responsibilities include ensuring that the civil service remains free of political influence and that the federal employees are selected and treated fairly based off of merit. The current number of employees is 6,205 and the current head of the agency is George Nesterczuk, who was chosen by president Trump. One piece of legislation that affects this agency is FEHB (Federal Employees Health Benefits), because it includes certain roles which OPM must follow for all employees.

  21. I chose the Tennessee Valley Authority (TVA). TVA is a government corporation. Its responsibilities are to look out for energy, communication and economic needs for the Tennessee Valley. It is one of the oldest government corporations. The head of the TVA is William D. Johnson and the amount of workers are 51,709. The Tennessee Valley Authority Act heavily affects the TVA.

  22. The agency I chose was the National Labor Relations Board (NLRB). NARB is an Independent federal agency that protects the rights of private sector employees to join together, with or without a union, and to improve their wages and working conditions. There are 1628 employees in the NARB. President Donald Trump appointed Philip A. Miscimarra chair of the National Labor Relations Board on January 23, 2017. On February 24, 2017, the National Labor Relations Board made procedural amendments to Part 102 of the Rules and Regulations.

  24. The agency i chose was the Federal Reserve Board (The Fed). The Fed is an independent regulatory commission that regulates the national money supply to help control inflation and moderate fluctuations in the economy. The current head is Janet L. Yellen with 18,574 employees. The federal Reserve Act of 1913 affects the agency.

  26. The agency I selected was the Postal Rates Commission. It is an independent regulatory commissions agency whose responsibility is to set rates for different classes of mail according to the hearings on rates proposed by the USPS. In total, there has been over 500,000 employees in the US postal service. Their current head is Nanci E. Langley, a Democrat, whose term expires in 2018. In June 2011, the USPS had to suspend its weekly payment of $115 million into the fund because it was $8 billion in debt and the retirement plan had a surplus of $6.9 billion.

  28. The agency I chose was Federal Home Loan Mortgage Corporation or Freddie Mac. Freddie Mac is a government corporation that provides people with mortgages and the primary way Freddie Mac makes money is with the use of mortgage back security which sold to wall street to make money. The company currently has 4,957 employees and the current CEO of the company is Donald H. Layton. A law affecting Freddie Mac is the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 which makes the government back Government Sponsored Enterprises.

  29. The agency that I chose was the Peace Corps. It is a government corporation including volunteer program where American citizens, who usually have a college degree, work abroad in different countries so as to promote socio-economic development where Americans can help underdeveloped countries meet their needs and promote world peace. The responsibility that they have is to provide technical assistance, helping foreigners understand the culture of the United States and helping the people of the United States understand the culture of other countries. Carrie Hessler-Radelet is the current acting director in charge with 7,376 current employees and trainers. The Executive Order 10924 affects the Peace Corps since it is the law that established the Peace Corps in the first place.

The National Archives and Records Administration (NARA) is an independent agency of the United States government charged with preserving and documenting government and historical records and with increasing public access to those documents, which comprise the National Archives. The company has about 3,112 employees and the current archivist is David Ferriero. A law affecting NARA is the Presidential and Federal Records Act Amendments of 2014, which states that accept for deposit with the National Archives of the United States the records of a
    Federal agency, the Congress, the Architect of the Capitol, or the Supreme Court determined by
    the Archivist of the United States to have sufficient historical or other value to warrant their
    continued preservation by the United States Government.

The National Credit Union Administration (NCUA) is the independent federal agency created by the United States Congress to regulate, charter, and supervise federal credit unions. There are 1,224 employees. The NCUA is governed by a three-member board appointed by the President of the United States and confirmed by the Senate, head being J. Mark McWatters. Earlier in 2017 the Durbin Amendment, a provision of United States federal law, 15 U.S.C. § 1693o-2, that requires the Federal Reserve to limit fees charged to retailers for debit card processing, was up for repealing.

  33. The agency I chose was the Bureau of Alcohol, Tobacco, Firearms, and Explosives, otherwise known as the ATF. The ATF is an independent law enforcement agency in the United States' Department of Justice. It's goal is to protect American communities from violent crimes and criminal organizations. Some specific actions they wish to prevent are the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and many other issues related to explosives, firearms, tobacco, and alcohol. The number of employees in the ATF is 4,770 workers. The head of the ATF is B. Todd Jones. A very important and the most recent legislation passed affecting this agency is the Firearm Owner's Protection Action which amended the NFA definition of "silencer" by adding combinations of parts for silencers and any parts relating to one.

  34. The agency I chose was the Federal Labor Relations Authority. The FLRA is a independent agency that manages relations between federal agencies and employees. There is no specific information about how many current employees there are in the organization. Patrick Pizzella is the current head of the organization, and was elected by Donald Trump. Title 5 of the code of federal regulations is a piece of legislation that affects this because it is about the relations about employees in all agencies.

  35. The agency I chose is the Federal Election Commission. It is an independent regulatory commission, and its purpose is to enforce campaign finance laws in federal elections, such as enforcing limits on contributions and to oversee public funding of Presidential elections. The agency has 339 employees and the chairman is Steven Walther. The McCain-Feingold Act is a piece of legislation that affected the agency because it prohibited campaigns and political parties from soliciting soft money.

  37. I chose the Department of Defense, a department charged with defending the American people. Some responsibilities of the DOD include providing armed forces for the protection of America, including the Navy, Army and Air force. The DOD employs over 1.3 million men and women on active duty, and 742,000 civilian personnel and is headed by James Mattis. The department of defense appropriations act provides FY2017 appropriations to the Department of Defense (DOD) for military activities, including appropriations for Overseas Contingency Operations (OCO)/ Global War on Terrorism.

  38. The agency I chose was the U.S. International Trade Commission, which is an Independent Regulatory Commissions Organization. The main function of this agency is to exercise broad investigative powers in matters related to foreign trade. It is also responsible for providing information on trade and competition to both governmental as well as public organizations. The agency makes decisions about unfair trade policies, including illegal practices in merchandise trade and violations of intellectual property rights. It has about 360 employees and the current head (chairman) is Rhonda Schnare Schmidtlein. The Tariff Act of 1930 is one piece of legislation that affects this agency's policies.

    Independent policy advisory body. (Independent Executive Body).
    The National Science Board (Board, NSB) of the United States establishes the policies of the National Science Foundation (NSF) within the framework of applicable national policies set forth by the President and the Congress.
    The President appoints the 24 Board members. NSF's director serves as an ex officio 25th member and is appointed by the President and confirmed by the Senate.

    Under the Railway Labor Act, an airline or railroad union contract does not expire; it remains in force until a new contract is ratified by the union members or a strike by employees or a lockout by management. Before this can happen, the NMB-appointed mediator must declare an impasse in negotiations, which starts a 30-day cooling off period, during which negotiations continue. Once the 30-day period has passed, either side is free to exercise self-help, unless the President authorizes a Presidential Emergency Board.
