On the internet, locate information about one of the above specific types of grants to the states. Identify one specific grant by title, determine the purpose of the grant, the cost of the grant, the recipients, and evaluate the success. Has it accomplished what it was intended for it to do? Yes? No? Explain your answer. You may not copy a grant used by a fellow classmate.
The Temporary Assistance for Needy Families (TANF) is a $16.5 billion block grant that provides temporary financial assistance for pregnant women and families with one or more dependent children. The financial assistance helps pay for food, shelter, utilities, and expenses other than medical expenses. In order to qualify as a recipient, the person must be pregnant or have a child under the age of 19 who lives with them (a child who is 18 years old must be a full-time highschool student), be a U.S. citizen or meet certain immigration requirements, and meet the financial criteria depending on the size of the family. The average monthly benefit was around $400 (the money received depends on the family size and other factors). This program proved to be somewhat of a failure since statistics from 2005 show that TANF only lifted 21% (650,000) of children who would’ve been in deep poverty compared to the AFDC with 62% (2.2 million). Also, the program was created to help those falling in poverty but in 2010 over 7 million families with children were living in poverty but less than 2 million of them received welfare from TANF.

Race to The Top is the name of a project grant that the federal government for the Department of Education. This included a $4 billion grant for supplemental education money to improve the charter school offerings and performance, to improve state standards, and turn around low-achieving schools among other things. In the first round of applications submitted by the 50 states, Tennessee and Delaware were the first two top improved in the educational category. However this grant also showed signs of inconsistency and unfairness to specific states. The Race to the Top grant was successful for some states, not all therefore creating criticism from the educational facilities from the applicant states.

Medicaid is a Categorical Grant. The purpose of Medicaid is to provide for people of all ages whose income and resources are insufficient to pay for health care. Medicaid cost the U.S. $574.2 billion in 2016 and the recipients are the people who are financially unstable. The recipients are people who cannot provide health care for their family or themselves. Medicaid has accomplished its main goal; its goal was to provide for the poor by giving them health care if they were sick or need medical attention. This Categorical Grant has accomplished its goal and is very useful to those who need health care but can’t afford it.

ReplyDeleteHead Start began in 1965 as a summer school program designed to help children of low income families to catch up before starting their first year in school. The program has grown to provide assistance with education, nutrition, health, and encouraging parental involvement to over 1 million low-income families each year. Head Start programs across the nation are partially funded by categorical grants. Congress awarded more than $500 million in grants to 275 Head Start program in Texas, California, Pennsylvania and other states. So far it has been successful due to the rapid progress and growth in the foundation.

DeleteThe Louisville Institute’s Project Grant for Researchers program helps supports research, reflection, and writing by academics and pastors concerning Christian faith and life, the practice of ministry, and religious institutions. Funding of up to $30,000 support a different ranges of projects that may involve independent study’s, consultations, or collaborative projects involving pastors and academics. Projects that show potential to benefit the Christian church in North America are particularly attractive to the Institute. I believe that the Louisville Institute has indeed helped the Christian faith and life grow due to the funding it gives to the Christian ministry.

The Food Stamps Participation Grant is an example of a categorical grant. Categorical grants are grants issued by the US Congress, such as anti-poverty programs. The Food Stamps Program Participation Grant costs nearly $5 million dollars from the Food and Nutrition Service between fiscal year 2003 to fiscal year 2008. These grants are specifically targetted to aid those living in poverty, as well as those who aren't recieving the proper nutrition even though they are paying taxes on a regular basis. These grants have successfully helped many people who recieve little to no nutrition in their lives and allows for more healthy Americans nationwide.

Community Development Block Grant: This grant is a program for rural Texas designed to develop viable communities by providing decent housing and suitable living environments, and expanding economic opportunities principally for persons of low- to moderate-income.Eligible applicants are non-entitlement cities under 50,000 in population and non-entitlement counties that have a non-metropolitan population under 200,000 and are not eligible for direct CDBG funding from HUD may apply for funding through any of the Texas CDBG programs.

The Office of Juvenile Justice and Deliquent Prevention (OJJDP) gives formula grants to state governments with the objective of supporting state and local deliquency prevention and intervention efforts. To be eligable for said grant a state must designate an agency to prepare and administer a comprehensive 3 year Juvenile Justice and Deliquency Prevention Plan, establish a state advisory corporation and comit to acheiving the 4 core requirements:

I beleive this grant has acheived its purpose as the creation of juvinile jails is possible do to grants such as these. In some states, however, money from these grants has been diverted from this cause to other needs of the state. In this way, use of this grant could be more efficient and/or effective.

The Indian Housing Block Grant gives inexpensive housing to low income Native Americans on reservations in states such as North Dakota, Alaska, and Oklahoma. The program is important because it gives Native Americans that were relocated a new place to live at a relatively low price, so the natives are happy, other Americans are happy, and the U.S. Government is happy. It has accomplished what it is meant to do because it has assisted in developing and modernizing Indian reservations. The cost of the program is about $660,000,000 per year.

ReplyDeleteAid to Families with Dependent Children is a block grant. Aid to Families with Dependent Children (AFDC) was established by the Social Security Act of 1935 as a grant program to enable states to provide cash welfare payments for needy children who had been deprived of parental support or care because their father or mother was absent from the home, incapacitated, deceased, or unemployed. All 50 states, the District of Columbia, Guam, Puerto Rico, and the Virgin Islands operated an AFDC program. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) replaced AFDC, AFDC administration, the Job Opportunities and Basic Skills Training (JOBS) program, and the Emergency Assistance (EA) program with a cash welfare block grant called the Temporary Assistance for Needy Families (TANF) program. Spending through the TANF block grant is capped and funded at $16.5 billion per year, slightly above fiscal year 1995 federal expenditures for the four component programs.

The Hospital-Based Nursing Education Partnership Program (HNEP) is a competitive peer-reviewed grant program that was created in 2007 by the 80th Texas Legislature, and received an appropriation of $5 million in 2009 by the 81st Texas Legislature. The purpose of the program is to increase the number of professional nursing education program enrollees and graduates through support for educational initiatives designed to promote collaboration between hospitals and nursing education programs.

The Work Force Investment Act Grant is a federal act created in 1998 that offers workforce investment activities, through state and local workforce investment systems. It increases the employment, retention, and earnings of participants, while also increasing occupational skill attainment by many people participating. The cost of the grant is roughly $2,588,108,000. The act was successful with millions of unemployed Americans training for new careers and acquiring new jobs. Yes, the act has accomplished what it was made to do by improving the quality of the workforce; reducing welfare dependency; and enhancing the productivity and competitiveness of the nation. Although the act was ultimately repealed and replaced by the 2014 Workforce Innovation and Opportunity Act.

The Low-Income House Energy Assistance Program is a block grant to assist low income household with high costs of home energy. The help people fund their energy costs, energy crises, and minor weatherization damage. The cost is determined by the number of people within a household. For one person, they must have an income no larger than $17,820 per year. The income increases about $6,000 with each additional person in a household. Being eligible for other benefit programs means a person will likely receive this grant as well. The grant is available largely to people in tribes and has been successful in helping people meet their growing energy needs.

The Federal pell grants is a project grant helping students who need it to pay for college. You’re eligible for a Pell Grant if you have financial need. The U.S. Department of Education determines your financial need by taking the information you supply when applying for a Pell Grant (for example, your family income) and plugging it into a standard formula to produce a number called the Expected Family Contribution (EFC).The maximum Pell Grant for the 2016-17 award year was $5,815. The maximum Pell Grant for the 2017-18 award year is $5,920. The amount of the grant depends on your financial need and other factors, including the amount of time you attend college. it has accomplished what it was intended to do and study found that Pell recipients had a six-year graduation rate of 51 percent in 2013 compared to 65 percent for non-Pell students.

The National Science Foundation (NSF) grant is a project grant that allows for the funding of research in all fields of science. The grant can be obtained by scientists, engineers, and educators in the country. The cost of the grant exceeds $25,000. The project grant was successful due to the many outstanding rewards received by those scientists who got the grant and made breakthroughs in the field. The grant achieved its goal of furthering the progress of science.

The National Endowment for the Humanities (NEH) is a project grant that aids and strengthens our republic by promoting excellence in the humanities and conveying the lessons of history to all Americans. NEH grants typically go to cultural institutions, such as museums, libraries, universities, and to individual scholars. It is constructed to facilitate research, preserve and provide access to cultural and educational resources, and strengthen the institutional base of the humanities. The cost of the grant is about $22.8 million as of 2015. The Endowment has achieved many awards, including the making of books that have won Pulitzer Prizes. However, due to the unavailability of appropriated funds to continue the operations, the agency has been shut down.

FEMA is a block grant under the Grants Modernization Management (GMM) initiative that provides financial assistance, including either cash or non-cash contributions, to non-federal entities, individuals, or households to carry out a public purpose. Notably, grants programs exclude programs that provide subsidies, loans, or insurance.
ReplyDeleteThe FEMA grant is intended to provide federal loans and other financial aid for individuals who suffer from the effects of natural disasters. The FEMA Grant varies and is specifically calculated or distributed to the victims of these tragedies whom the state deems worthy of credit.
The success of the FEMA Grant is difficult to evaluate, however it is clearly an important factor in beginning and accelerating the rebuilding process following natural disasters, especially in regard to damaged infrastructure.
Personally, I believe that FEMA does not have enough regulation and policy to be as effective as it could, merely because demand escalates too quickly for a handful of bureaucrats to manage. The system would function better if it did not need congressional assistance to begin distribution.
The Substance Abuse Treatment Capacity Programs and Activities is a block grant that helps prevent and treat substance abuse. They are able to expand substance use disorder treatment services and can get a multi-system approach designed to combine the power of treatment drug courts with effective treatment services. The anticipated total available funding is up to $6,375,000.00 and the anticipated award amount is up to $425,000 per year. The recipients are people in recovery from mental and substance abuse disorders and their family members to guide. It has been successful in providing many programs for people to recover and gain help and resources. It really has been helpful to others with how they are able to foster health, wellness and resilience, increase access to permanent supportive housing, employing, and educational opportunities.

An unfunded mandate is a statute or regulation that requires a state or local government to perform certain actions, with no money provided for fulfilling the requirements. An example of unfunded mandates in the United States include the Americans with Disabilities Act. The Americans with Disabilities Act (ADA) is a civil rights law that prohibits discrimination against individuals with disabilities in all areas of public life, including jobs, schools, transportation, and all public and private places that are open to the general public. Because the following act is an Unfunded mandate by the federal government, states do not receive any money to fulfill the opportunities and services presented to disabled Americans. ADA has been successful because government & private industries provide disabled individuals services and employment, therefor treating them equally.

The No Child Left Behind Act created in 2001, was made in response to major concerns about the quality of public education. It was designed to reduce the gap between students who performed well and students who performed poor. This required schools receiving federal funding to hold standardized test to students at the end of each year. If students did not show significant improvement over the years on these tests, the specific schools would be required to improve education by hiring qualified teachers to help the students. To continue receiving the federal funding, states needed to create plans that would allow them to improve the quality of the education in the schools. The No Child Left Behind Act required states to fund the improvements in their schools and provide necessary training for unskilled teachers.

In a block grant, money is allocated to a general idea and it is up to the states and locals to determine exactly how to use it.In the Energy Efficiency and Conservation Block Grant, $3.2 billion was invested in promoting and implementing energy efficiency practices that would also result in more jobs. The recipients were cities, communities, states, U.S. territories, and Indian tribes. The grant was largely successful, with bipartisan support. The money was used to make many cities more efficient and cutting the energy costs by thousands, making it a good investment.

ReplyDeleteThe Clean Air Act of 1970 was considered to be an unfunded mandate. The main purpose of this mandate was to address public health of U.S. citizens and to address the risks of wide spread air pollution. This act hoped to help U.S. citizens and lead to breathing cleaner air. Although the act required higher air quality standards, states were forced to implement them and had to provide funds to assure clean air. The roughly expected cost of enacting the Clean Air Act was around $50 billion dollars, and the U.S. believes this would be a huge payoff at around $2 trillion dollars worth in benefits. However, the benefits fell short at only $523 billion dollars, but this was still largely considered successful. This act also currently exists today to try and continue it's success and maintain clean breathing air.

Congress awarded over 500 million dollars to 275 programs nationwide. While Congress does not pay the expense in full, the government aids in funding the program and it is for a specific function. The Head Start program helps children of low income families in the education system with benefits to help kids learn and stay healthy. Also, it encourages parental involvement and offers child care services. I feel as if the program has reached its goals as long as it expands more nationwide so all American children can have the same opportunities.

ReplyDeleteMagnet schools, public schools with specialized courses, receive additional funding from local, state, and federal sources through grants. This program grants about $89.8 million to over 27 school districts in 12 states. Magnet schools do offer many benefits such as: higher salaries for teachers, smaller classes, better-equipped classrooms, greater diversity, and more focus on special interest. Children will be able to have more of a diverse school experience that will help them develop their careers.

ReplyDeleteThis was a Project Grant given to state prior to Hurricane Sandy that allowed them to spend it towards Environmental relief. Its purpose was to provide aid after Hurricane Sandy, however, because different states had different levels of damage and different needs, how they spent the money was up to them. During the the year 2016 $1,742,046 was awarded for 7 projects to Maryland, Connecticut, Virginia, and Rhode Island. The grant was successful in restoring communities of fish by funding the destruction of certain dams and funding studies on the effects of the Hurricane.

The Justice and Mental Health Collaboration Program is a 50 million project grant funding, in which the United States Department of Justice gives grants to states, local government agencies, and Indian tribal organization to improve access to mental health services for criminals suffering from mental illness. The grant has been relatively successful as they collaborate with mental health facilities to use a treatment system to better serve individuals with mental disorders and to increase public safety, since the grant was used on police-mental health collaborations and training for law enforcement officials on safely resolving encounters with people experiencing a mental health crises, alternative sentencing programs, enhancing access to community based healthcare services and coverage, and much more. So far it has been awarded to 49 agencies and organizations.

The Older Americans Act (OAA) Nutrition Program is a formula grant funding for states to help support the nutritional services for the elderly. The grant is funded by numerous sources within the government and has funding of over one billion. It is supremely successful with most participants giving the program a positive review on its vast amount of services. It also provides, food-wise, well over a third of recommended nutritional food to the elderly. Elderly that are more likely to be at risk of ill affects are seen and added more to the list because they live alone, cannot get out of the house, or are subjected to other threats to their ability to provide for themselves. This grant has accomplished what it is intended for because it is meant to help the elderly that cannot provide nutritional/ healthy living lifestyles for themselves after the age of sixty.
The Social Services Block Grant is a flexible funding source that allows States and Territories to tailor social service programming to their population’s needs. Through the SSBG, States provide essential social services that help achieve a multitude of goals to reduce dependency and promote self-sufficiency. It protects children and adults from neglect, abuse and exploitation; and helps individuals who are unable to take care of themselves to stay in their homes or to find the best living arrangements. In 2016, SSBG allocations to States and Territories totaled more than $1.5 billion so the program did what it intended to do.

The Urban Forestry Assistance Grant is a categorical grant. The purpose of the grant is to inventory, plan, evaluate, educate, and plant trees. The only allowable cost that this grant covers includes the cost of tree inventories, management plans and ordinance updates, purchase of trees, planting trees, and urban forestry educational programming, publications, signage, etc. In order to receive the grant from the state, the project must be on public land or highways, require a 1-1 match, they mus be a non-profit organization and a municipality. The request of these grant amounts must also fall in between $1,000 and $20,000. The grant has accomplished its goal by allowing to grow more trees and manage forests better. They also provide an option to pay the volunteers and individuals who assist in these projects.

The Homeland Security Grant is a grant that purchases surveillance equipment, weapons, and advanced training for law enforcement. The grant spends about $1.7 billion a year. This grant is is successful in my opinion because it stops terrorist and protects the citizens of the United States. Our last major terrorist attack left America in complete devastation and fear but with the help the Homeland Security we are protect from another huge attack. This grant is one of the most important because it keeps us safe and has since it was founded in 2003.
The Job Training Partnership Act is a grant that, with funding from a formula explained in Title II, can be categorized as a formula grant. Its goal is to help people who are at a disadvantage in their economic status get job training in order to eventually get hired. A third of the grant money is given off of the amount of unemployed people living in an area where many people are unemployed, another third is based on the excess of unemployed people, and the final third is based off of the relative number of people at an economic disadvantage in the area. It was not really a successful grant; there were complaints about race/sex discrimination, and there was a study that showed that people who participated actually had lower salaries than those who didn't, even thought they were from the same demographic. It existed from 1982-98, being repealed then by the Workforce Investment Act. Overall, its benefits outweighed its costs. While online there is no indication of how much the program cost at the time, it does say that the government spends about 18 billion dollars a year on job training for lower classes- training that, based on these studies, has no statistically significant impact on earnings.
ReplyDeleteThe Disposal of Residuals from power plants is an example of a unfundated mandate that was finalized during Obama’s term as president. The purpose of this grant was to help the environment and public health, by disposing of the left over coal and ash from the power plants. The total cost put into the project was approximately 23.2 billion dollars. The reciepients of this grant I would most likely say is the public because it happened to be a safety issue for them specifically. In my personal perspective I believe the grant did work on the grounds that they put so much time and energy into this grant that they must have gotten some progress.

The Fair Defense Act, put into action during the 77th legislature, sets the bar for criminal indigent defense. In other words, it provides standards for judicial proceedings with particular criminal adversaries. Expenditures of the Act totaled to about $195 million; counties paid for about $165 million worth, and states approximately $30 million. Despite the only 10% coverage accomplished by the grant, in terms of the intended purpose, the Fair Defense Act was successful, in that it has provided counsel and structure for indigent defendants.

Categorical grants are grants issued by the United States Congress, which may be spent only for narrowly defined purposes. A categorical grant is Food Stamps Program Participation Grant of five million dollars issued by FNS to FY. The grants are specifically for projects aimed at simplifying the food stamp application and eligibility determination systems or improving access to food stamp benefits by eligible households. Food Stamps were successful through providing assistance to low-income households for obtaining nutrition and food.
ReplyDeleteCongress created an unfunded mandate with the Internet Tax Nondiscrimination Act of 2004. It prohibited states from collecting sales taxes on internet purchases and transactions. This cost states between $80 million and $120 million in annual revenue. The recipients are the public as they are the ones directly benefiting from this grant. I do not think that it was the most successful as the Act didn't last permanently, and today the public is charged taxes on internet purchases as well. During the period that it existed however, it managed to accomplish its goal.

The Mental Health block grant has a goal of improving the country's mental health services. The federal government gives states funding to provide assistance to those needing mental health services. The grant costs almost $480 million nationwide. Its recipients are adults with sever mental illness or children with emotional distress or illness.The grant is doing well and allows for states to build hospitals targeting specific mental illnesses and to develop the best treatment plans for these people.

The term “block grant” refers to grant programs that provide federal assistance for broadly defined functions, such as community development or social services. Block grants allow the grant recipient more discretion than other grants in determining how to use the funds to meet a broader program goal. Local Law Enforcement Block Grants were federal assistance block grant programs provided by the United States Department of Justice to local governments, which would then use the funds to support public safety or crime prevention efforts. It was part of the Bureau of Justice Assistance office.Program funding was high initially, reaching $1.2 billion over the first three fiscal years of its existence, and supporting a wide variety of locally initiated programs.Following the September 11, 2001 attacks, LLEBG funding was deprecated in favor of counter-terrorism programs such as those funded by the new Department of Homeland Security. Funding declined from $418 in 2001 to $115 million in 2004, and was replaced in 2006 by the Justice Assistance Grant. The Child Care and Development Block Grant aims to improve child care quality and is the primary source of US federal funding for child care subsides for low income families. 5.3 billion dollars was made available to the states through this grant. This grant is intended to provide low income families with affordable and high-quality childcare. It also defines health and safety requirements for child care providers and also requires licensing in order to be a child care provider. The grant is proving to be very successful due to the increase in safer and better quality child care facilities that have been created in the past few years.
The Women and Minorities in STEM Fields grant costs $400,000. This program supports research and projects that have collaborations to increase the participation of women and minorities from rural areas in science, technology, engineering, and mathematics fields. So far it has been successful, increasing the promotion of a safe, sufficient, and nutritious food supply for all Americans and for people around the world.

ReplyDeleteThe National Traffic and Motor Vehicle Safety Act in 1966 is an example of unfunded Mandates. The congress mandated that automobile manufacturers begin installing certain safety features in their cars to comply with the requirements of the new law. The cost of this act was about $90 billion. However, the government did not offer any financial assistance to manufacturers that would help with the costly changes. Unfunded Mandates are always controversial since the government require states or companies to change their practices but without any financial assistance from the government. This act was successful because it saved hundreds of thousands of lives.

The Digital Humanities Advancement Grant is a project grant that allows for the funding of research, teaching, and public programming in the humanities. It is offered twice per year and proposals are welcome for digital initiatives in any area of the humanities. Through a collaboration with the Institute of Museum and Library Services, this grant provides additional funding to encourage innovative projects between museum, library, and humanities professionals to advance the preservation of humanities and engagement with digital services. They typically award 31 of the larger group of 245 grants awarded by the National Endowment of Humanities. The grant is capped and funded at about $15.5 million as of 2017.

The Human Services Block Grant is a grant given to the state of Pennsylvania for the purpose of funding projects to help the general public wellness, such as programs helping those with mental illness, those suffering from homelessness, anti-drug initiatives, and child wellness programs. The recipients of this grant now total 30 different Pennsylvania counties, each of which may use the funding to help with programs specific to their area's needs. This grant has funds of about $90 million, to be spread across the 30 counties. Having been in affect for a few years now, this grant seems to be having a level of success in its intended purpose, as there are now a multitude of services and programs across the state of Pennsylvania to aid those with mental disabilities, those suffering from mental illness, children in unsafe environments, the homeless population, the elderly population, and a number of other human services related sectors.

The Client Assistance Program is a formula grant that gives people with disabilities the information needed to be able to apply for different services. It affects those under the Rehabilitation Act, the Workforce Innovation and Opportunity Act, and the Americans with disabilities Act. It has received $13 million a year. The act covers other acts so I think it has been successful in providing many people assistance. Some people with disabilities can't access some information and this program allows them to see what they are eligible for.

The National Institute of Health (NIH) is a government organization providing grants in biomedical research and technological advancements to 27 research institutions across the country and is based in New York City. Their anual budget as of 2010 is 30.1 billion dollars. It is a block grant intended to increase the advancement of biomedical research and has been successful in providing grant money to advance research. There have been a number of breakthroughs in the research funded since the inception in 1877. Due the advancements it is safe to say that this grant program is a success.

Congress created an unfunded mandate with the Internet Tax Nondiscrimination Act of 2004. It prohibited states from collecting sales taxes on internet purchases. Prohibiting states from taxing internet services and transactions. That cost states between $80 million and $120 million in annual revenue. This has economic benefits by allowing lower economic individuals to purchase internet goods but it also has economic waste. Net neutrality could cause an end to this mandate as President Trump and his administration newly passed this bill.

The State Homeland Security Program is one of the block grants that is funded and controlled by the Homeland Security Grant Program. Their main aim is to improve the safety of the U.S. with the given money supply of $402 million through the purchasing of weapons, funding law enforcement training, etc. Based on the facts from what I have researched, I would have to say that the grant has been an overall success in limiting the number of terrorist attacks, drug trafficking's, and illegal purchasing of guns that have become more rampatant in our country over the years.

ReplyDeleteOne of the unfunded mandates is the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This program is a federal assistance program of the Food and Nutrition Service (FNS) of the United States Department of Agriculture (USDA) for healthcare and nutrition of low-income pregnant women, breastfeeding women, and children under the age of five. Their mission is to be a partner with other services that are key to childhood and family well-being. The basic eligibility requirement is a family income below 185% of the federal poverty level. Most states allow automatic income eligibility, where a person or family participating in certain benefits programs, such as the Supplemental Nutrition Assistance Program, Medicaid, or Temporary Assistance for Needy Families, may automatically meet the income eligibility requirements. The program aids toward helping pregnant woman and children under the age of 5. Since 2009 the annual cost was 150,000 and the total cost spent was 750,000. Yes, the program has accomplished what it is intended to do because it currently serves 53% of all infants born in the United States.

One type of formula grant would be Medicaid.Medicaid is a joint federal-state program that provides health coverage or nursing home coverage to certain categories of low-asset people, including children, pregnant women, parents of eligible children, people with disabilities and elderly needing nursing home care. Medicaid cost the US government $672.1 billion in 2016, or 20 percent of total NHE(National Health Expidenture Data). I would say that medicaid has surved it’s purpose/ been successful in doing what it was intended to do considering the fact that it was there for people when many other health care programs weren’t.

The National Endowment for the Humanities is a type of project grant and it was established in 1965. This grant aims to further cultural institutions such as museums, colleges, libraries, as well as individual scholars. This grant aims to provide opportunities for lifelong learning, preserve and provide access to cultural and educational resources and to strengthen the institutional base of the humanities. It is a success and has a total budget of $167,500,000 per year to operate as well as give grants to institutions. Because of this grant many institutions have flourished and it will continue to support and shape the arts moving forward.

The alcohol drug abuse and mental health services block grant is a program for prevention, treatment, recovery support, and other services to supplement Medicaid, Medicare, and private insurance services. Costs are estimated to about $600 billion. The MHBG program provides funds and technical assistance to all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and 6 Pacific jurisdictions. I believe the grant is successful and doing what it was meant to do as it focuses on primarily funding those priority treatment and support services that demonstrate success in improving outcomes and/or supporting recovery that are not covered by Medicaid, Medicare, or private insurance.

An unfunded mandate is a regulation that requires action to be taken by the state or local government but possess no monetary value to take necessary action for a specific regulation. One example of this federal grant is the Voting Right Act of 1965. This act was created and passed by President Lyndon B. Johnson, to overcome legal barriers that prevented African Americans to vote as was guaranteed to them by the 15th Amendment. The total cost of the grant is not specified as it differed with each state’s expense. Subsequently, there was an outbreak had of violence in the South as white racists launched campaigns against the right to vote granted to African Americans by the effort of Martin Luther. Although there were negative actions taken against African Americans immediately preceding this Act, it slowly became acceptable and was successful.

Project grants are a type of categorical grant. Projects are grants given by the federal government to state and local governments on the basis of merit. One example of this is the Advocates for Youth. The cost of the grant is $150,000 for 3 years and the grant is dedicated to sexuality education, the prevention of HIV, and of sexually transmitted diseases. The grant has been successful so far because it has significantly lowered the transmission of sexual diseases and has raised awareness to the general public.

The purpose of the grant was to provide federal funds to state child welfare and for preventitive services also services to families in crisis. The fund overall cost about ten million dollars. It has been extremely succesful because it helps families and need and continues to work well.

An unfunded mandate is when a new piece of federal legislation requires another entity to perform functions for which it has no funds. An example would include the increase of the U.S. Minimum Wage. The U.S. current national minimum wage is $7.25 per hour. Most states also have a minimum wage law. Employees receive whichever is higher, the federal or state minimum wage. The minimum wage has been successful in a way that it is adjusted according to the cost of living in each state.

There is a grant from the US government which provides funding for Health Services and Economic Research on the Prevention and Treatment of Drug, Alcohol, and Tobacco Abuse. The grant is available to the majority of the people in the US, if not all people. This includes state, city, county, and local governments.People or groups must apply for the grant in order to receive the grant. There is no specific amount for the grant as it is based on request. as would be expected, the purpose of the grant is to provide funding for research on prevention and treatment for drug, alcohol, and tobacco abuse. This is an ongoing grant but is one that is renewed. If it were not successful, then it would not be renewed or slightly altered to serve the same purpose. It is difficult to say whether it is truly effective or not when it comes to prevention because of general psychology, ignorance, and misinformation, but as far as treatment it is successful. Besides, something is better than nothing, and there would be more of a problem if there was no funding for research as people would be mad that there was nothing being done for the problem.

ReplyDeleteCategorical grants are grants that can be used only for specific purposes or categories of state and local spending. Magnet Schools Assistance Program (MSAP) is a categorical grant that was administered by U.S. Department of Education to help desegregate public schools. In the 2016 fiscal year MSAP had a budget of $91,205,998 but it has been seeing a decline in funding. The recipients of this grant are local education agencies who are looking to create new charter schools or desegregate the schools. The program has been successful with magnet schools outperforming many private and public schools. The MSAP has done its mission desegregating schools and seen in the improvement of minority test scores and academics in urban areas of major cities.

The Teacher Quality Grants Program (TQGP) for higher education is a federally funded effort providing grants to higher education institutions to promote improved instruction in mathematics and science for Texas school children by providing professional development for their teachers.
The TQGP makes awards through a competitive review process with the most highly ranked and recommended projects being selected for funding. The request for applications (RFA) focuses in the areas of greatest need for teacher professional development in the state of Texas.
Based on my research the grants has provided funding teachers in the state of Texas to go back to school to realign them themselves with science and math and has seemed to have success
The Highway Trust Fund is an example of a categorical grant. This grant funds the construction of roads and other transportation surfaces as well as mass transit. The grant operates with about $70 Billion annually collected from excise taxes on gasoline and diesel. The money goes to the Federal Highway Administration. This grant has been a major success. This is because this grant funds and funded the creation of the Interstate Highway System and is used to maintain the highways and transportation surfaces of the United States.

The Adult Education Block Grant is a Block grant. It funds education for adults in fields of math, writing, science, career technical education through community college. The 2015-16 Budget Act provided $500 million in ongoing Proposition 98 funding for the block grant.Formal membership in consortia is limited to school and community college districts, county offices of education, and joint powers agencies. The grant was successful in that it helped fuel schools with the ability to help adults receive the education they were not able to, or provide them with skills for a career in technical work.

ReplyDeleteThe Asbestos School Hazard Abatement Act is designed to establish a program to assess and reduce the risk posed by asbestos in schools, as well as provide financial and scientific assistance to schools, as well as the state and local agencies responsible for them. Additionally, the Act insures that educational workers will not be penalized for bringing possible asbestos exposure risks to the EPA’s attention. During summer of the next year, 340 private and public schools took advantage of this program for 417 individual projects, resulting in a $45 million expenditure for the EPA. In 1986, another 295 schools required $47 million. The program was not successful as the hazard of asbestos is still widespread even after 30 years. In October 2014, Ocean View School District in Orange County, California was forced to close three campuses after test results found asbestos in several classrooms. The risk of deaths by asbestos are still prominent so the results of the grant should not be considered successful.

An unfunded mandate is a statute or regulation that requires a state or local government to perform certain actions, with no money provided for fulfilling the requirements. The purpose is to restore and maintain the chemical, physical, and biological integrity of the nation's waters by preventing pollution sources, providing assistance for the improvement of wastewater treatment, and maintaining wetlands. In 2001, this water regulation is estimated to have cost $93.1 billion. There is nothing to track how much money has gone into the Clean Water Act so it is unknown how much money has gone into this act. The recipients of this unfunded mandate were the people of the United States. It is a very successful as it has been drastically improving water quality and preventing water pollution over the last 40 years.

Graham-Cassidy grants are examples of block grants in the Unites States.It is seen as a new plan to roll back key provisions of the Affordable Care Act currently in place in the US. The Graham-Cassidy plan is built on the premise that the federal government should remove itself from many of the difficult policy decisions concerning how health insurance is subsidized and regulated. Those decisions would be left to the states, according to the act. he passage of the grant failed by a vote of 43-57, a close loss.

A block grant is a large sum of money granted by the national government to a regional government with only general provisions as to the way it is to be spent. The Affordable Care Act is one of the most expensive block grants the US has. It has covered many citizens who have not been able to afford healthcare. But because of the repeal and replace effort by the Republican Party it has brought up the potential expansion of the categorical grant Medicaid by $243 billion between 2020 and 2026.This is a problem because Medicaid would cover people less so the repeal would in the end not deliver.
