Ranking the Presidents
President’s Name: Barack Obama

Highest Characteristic: The “Pursued Equal Justice For All” is Obama’s highest ranked characteristic, with a final score of 83.2 in 2017 (ranked 3rd).
Reasoning: In general, Obama has received the “Pursued Equal Justice For All” characteristic as his highest one because he was the first person of color who became the president of the U.S. From his identity and background, he emphasized a lot on enacting justice for all Americans, especially for minorities who faced financial struggles and lack of proper healthcare insurance. For example, during his presidency he openly stated his support for the legalization of same-sex marriage, enforced an “Affordable Care Act” for all, supported the legalization of apportion, gave recognition to Native American tribes still existing, etc. Obama displayed a liberal view regarding social issues during his presidency which garnered much support from Democrats and liberal-minded individuals.
Lowest characteristic: The “Relations with Congress” is Obama’s lowest ranked characteristic with a final score of 37.8 in 2017 (ranked 39th).
Reasoning: The reason why Obama had a poor relationship with Congress had a lot to do with the fact that during Obama’s presidency, the Republican party was the majority in the House of Representatives and the Democratic party was the majority in the Senate (the 112th Congress). And during Obama’s last term the Republican party dominated both houses of Congress. The differing parties in both houses of Congress caused a lot of strain and tension especially the relationship between the Republican Party and Obama who identified with the Democratic party. And since the Republican party had a majority in either one of the houses or both houses of Congress during Obama’s presidency, he faced a lot of oppositions against his policies (specifically “Obamacare” in which no Republican in the House or the Senate voted in favor for).

Highest Characteristic: Public Persuasion (rank 3)
Reason: With the high tension of state's rights and slavery, Abraham Lincoln had to be poise in his actions and speeches to keep the sake of the Union together. President Lincoln had to balance important constituencies with very different ideas on race and slavery, because if he took partisan on an issue, he knew it would cause divide and war. Thus, it makes sense why Lincoln had to choose his diction carefully. In addition, Lincoln tried to convince the south of keeping the peace. With the speech of the Emancipation Proclamation, Lincoln was very convincing to the nation and Congressmen, because he was able to pass a proposal for both sides and persuade people to resolve the slave issue as a nation.
Lowest Characteristic: Relations with Congress (Rank 4)
Reason: Because Lincoln's presidency was during a time of military tension, a Democratic Congress vs a Republican party would have caused an upheaval of problems. Whenever Lincoln would try to propose an idea, the Republican Congress would shut it down because they favor the slave and state's rights of the South.

Reason: Before Zachary Taylor was elected president, he was a commander for the United States Army fighting against the Mexicans in the Mexican-American war. He always kept his troops in great moral condition. After the win over Mexico in the Mexican-American war the attitudes of the American people were very high and that was what helped him earn the presidency.
Lowest Characteristic: Pursued Equal Justice For All (rank 34)
Reason: Justice for all wasn't the highest priority on presidents Taylors agenda. This was before any type of equality was first introduced. This is when rich white men ruled everything so equality/justice for everyone wasn't even close to be talked about during this time.

Highest characteristic: President FDR’s highest characteristic was his public persuasion (ranked 1st in 2017).
Reasoning: Roosevelt is ranked number 1 for public persuasion since he was reelected four times and was president from 1933 to his death in 1945. He created the New Deal which was a series of federal programs, public work projects, financial reforms and regulations enacted in the United States during the 1930s in response to the Great Depression. Also, he was president at a time when Western Europe lay under Nazi domination, he presented a vision in which the American ideals of individual liberties were extended throughout the world. These reasons lead him to be ranked 1st for public persuasion out of all the presidents of the United States.
Lowest Characteristic: His lowest characteristic was his pursued equal justice for all, ranking in 8th.
Reasoning: Roosevelt was president during the Great Depression and through World War II. During this time, he issued Executive Order 8802, which created the Fair Employment Practice Committee, supporting the rights of African Americans. A fault in his presidency which may have ranked him lower was the internment of Japanese Americans in the United States during World War II, these citizens were forced to relocate and incarcerated in camps. During the Holocaust he did not let many Jews find refuge in the United States, only 22,000 German refugees were admitted in 1940. He was president during very hard times which may have caused him to rank lower than other presidents.

Highest Characteristic: Performance Within Context of Times (1st in 2017 with score of 97.7)
Reasoning: It is easy to see why Washington is first in performance relating to the time period he was in, as he was the first President of the United States. Washington set many precedences that would be followed by all presidents after his time in office. He paved the way for all other presidents to follow. Perhaps his largest success was the 2 term precedent and later law. Although he could have easily become a dictator, Washington stepped down after 2 terms in office. He also established peaceful transfer of power which continues to last in the presidency to this very day. Although majorly conflicted, Washington managed to keep the U.S. out of the French Revolution which saved the new country money and wold later turn into U.S. isolationist policy up until World War 1. Overall, Washington was a good first president who set good standards for later presidents to follow. He had a difficult job being the first President ever and had many expectations to achieve. His success as a president proved to be the best model for all later presidents to come.
Lowest Characteristic: Pursued Justice for All (Ranked 13 with score of 54.4)
Reasoning: This characteristic is easily attributed to the fact that Washington had slaves during his lifetime. Although he was a great president, the fact that he owned slaves is used to undermine his character. However, the reason his score is not lower than 13 is that slavery was common during the time period as many Founding Fathers had slaves. Washington also freed all of his slaves after he died.

Reasoning: T. Roosevelt was the first president to use public relations techniques of news conferences and interviews, multimedia campaigns, recorded audio, and new radio technology. The inclusion of cutting edge technology in the government and frequent communication with the public affirming the reforms which were heavily desired by the public made T. Roosevelt very popular in the public eye. His popularity won him influence over the general public which allowed him to push his own policy much harder than others had before.
Lowest Characteristic: Pursued Equal Justice for All
Reasoning: Although Roosevelt did some work improving race relations, he, like most leaders of the Progressive Era, lacked initiative on most racial issues. The racism stemming from the New South had become firmly rooted, and white supremacy groups such as the KKK were very prominent. In the end, T. Roosevelt left racial reform to be someone else's "problem" due to the turbulent resistance of a still unstable South.

Reasoning: Harry Truman helped end World War 2 as he bombed Japan and called for Germany's surrender. He also signed a charter ratifying the United Nations. Truman also helped the United States in the Korean War through his containment strategy.

Reasoning: Harry Truman's relation with Congress was not that good. The majority of Congress was Republican, and he was a Democrat. It was a challenge for Truman to pass bills. Reasoning: He echoes the sentiments of his predecessor, George Washington, who stated that "religion and morality" are "indispensable supports to political prosperity."
Like Washington, Adams believed that morality and religion were inextricably intertwined. You can't have the former without the latter, and if you can find a latter system without the former, it is inherently flawed and should be set aside. A moral world view, underlined and shaped by religion, is essential to a healthy society, argued Adams. And the American Constitution was written with such a society in mind.

Worst Characteristic: Performance Within Context of Times
Reasoning: Eisenhower chose not to engage in direct military conflict with communist states and attacked racial discrimination in the United States as a major problem. Despite present day beliefs, during Eisenhower's time period the US was divided for progress of colored individuals. Reasoning: Grant wanted to make sure that the federal government kept the sacrifices of the war by sustaining a strong Union while at the same time protecting the newly freed slaves and keeping the former unreconstructed Confederates from regaining power in the South. Many whites in both the North and South did not believe in freedom of blacks to racial equality. He then had to juggle satisfying that group to a degree by also protecting black citizens. He was a main activist for the Enforcement Acts, which targeted the hateful groups like the KKK, and he used federal troops numerous times to restore law and order in the south.

Reasoning: While Grant could be a hard general while in office. He many times did not watch his cabinet and other groups within the White House closely. He is known for his numerous scandals done by his cabinets. Reasoning: After inheriting an already suffering economy in depression from his predecessor Andrew Jackson, Van Buren caused the economic Panic of 1837 to worsen. While in office, he tried pursuing reforms such as making the Federal Reserve and Federal Trade Commission. He wold also create plans such as trying to stay neutral during World War 1 and even helped make a peace treaty. Due to his vision, he even got a Nobel Prize for his peacemaking efforts.

He didn't purse equal justice for all. He passed a law that made racial intermarriage a felony in the District of Columbia and his postmaster general ordered that his Washington offices be segregated. Wilson even confronted people like William Trotter, W.E.B. Du Bois and Marcus Garvey, who were african american leaders that challenged conservative ideals.

He also had numerous of scandals that plagued his presidency, like the infamous Teapot Dome scandal.

His ability to marshal detail into a coherent whole served him well in appellate work. A man who focused on great detail, he knew how to administrate properly.
Lowest Characteristic: Pursued Equal Justice for All
President Taft, for all his administrative talent, lacked the political savvy to unite, or at least mediate between, the western progressives and eastern progressives. His presidency drifted, and became mired in the troubles within his own party-troubles not of his making, but beyond his ability to solve.

Madison, after undertaking an extensive study of other world governments, came to the conclusion that America needed a strong federal government in order to help regulate the state legislatures and create a better system for raising federal money. He felt the government should be set up with a system of checks and balances so no branch had greater power over the other. Madison also suggested that governors and judges have enhanced roles in government in order to help manage the state legislatures.

In 1807, Madison enacted an embargo on all trade with Britain and France. The two European countries were at war and, angered by America’s neutrality, they had begun attacking U.S. ships at sea. However, the embargo hurt America and its merchants and sailors more than Europe, which did not need the American goods.

Reasoning: Coolidge tried valiantly to get along with members of Congress. He was solicitous of the suggestions on legislation and appointments of the Republicans on Capitol Hill. Moreover, he would listen to Democrats who sought his ear. He was cordial to most members of Congress, even many who embarrassed and opposed him. And the Coolidges so often played host to senators and representatives that the White House sometimes resembled a congressional club. Yet, however shrewd the president was in administration and electoral politics, he was seldom able to achieve harmony with Congress.

Reasoning: In his book, Calvin Coolidge , David Greenberg adds another important element to this discussion: Coolidge did not have much of a vision for his presidency. Robert Sobel, in his 1998 book, Coolidge: An American Enigma , also argues that the popular perception of Coolidge is as an accidental president, someone who had no agenda. Coolidge was buried under a new active presidency that began with Theodore Roosevelt and was fully realized by his cousin Franklin.

Highest characteristics: Administrative skill-Since Buchanan was out of the country while sectional tempers flared over the Kansas-Nebraska Act, the fugitive slaves issue, and the organization of the Kansas Territory, he was admirably situated to capture the Democratic nomination in 1856. As a Pennsylvanian, he was a northerner, but his longstanding sympathy for the South brought him support in that section. On the seventeenth ballot, Buchanan became the party's presidential candidate. Buchanan won the election, but the Democratic ticket did not receive a majority of the votes cast, or capture a majority of the northern states.
Lowest: Crisis Leadership- He supported the Supreme Court's Dred Scott decision, which determined that slaves were not citizens of the United States regardless of what state (free or slave) they were living in. According to the Miller Center at the University of Virginia, the Court's decision "was influenced by Buchanan, who urged a Northern justice to join the Southern members." This decision furthered the tense divide between the North and South, which was not what the country needed.

Harrison was deemed a hero following the Battle of Tippecanoe that disrupted the confederacy of Tecumseh.
Lowest Characteristic: He didn’t live very long after becoming president. He caught a could during the inauguration and died one month later. He wasn’t so much bad as he never had a chance to do anything of significance. One interesting factoid is that he is the first sitting president to have a picture taken.

Andrew Johnson was horrible at taking care of a newly united nation after a brutal Civil War. Johnson did not pass legislation allowing newly freed slaves rights to vote and therefore left them below their white superiors, leaving the nation just as wounded as before the war. He is ranked low still economically because he was given the hard job of repairing a broken America in North and South after the Civil War. He took too long to heal these war wounds to the land and the people, in a harsh reconstruction agreement that had little support and much objection.

Johnson had little support from Congress because he did not agree with Republican radical ideals to give freed slaves rights like to vote. He had to go around Congress for his Reconstruction bills, and a Congress only filled with Northern Republicans with no one on his side made legislation hard to pass. This made effective policies take forever to pass in the most fatal war American history.

James A. Garfield was only president for a short amount of time(months) due to an angered office employee. In those months president Garfield made it clear that due to the emancipation proclamation African Americans should be treated equally and that the end of slavery lifted the burden off of all Americans masters and slaves. He promoted the equal opportunities for African Americans and even appointed black men in his administration including Frederick Douglas.

His lowest characteristic is international relations probably due to the fact that he was only president for a few months. His real only enemies were the democrats. The only possible accurate reason is maybe because he ignored the Latin American government but it wasn’t a critical issue.

Ulysess S. Grant was the military leader for the north during the civil war. He led many armies to victory in this war and ended up winning the entire thing for his region of the country. He ranks highly on crisis leadership because even in times of pure panic he reacted calmly and led his men to victory.
Lowest Characteristic: Administrative Skills
While he was an incredible man on the battle field and as a decorated war general, Grant did not match these skills in office. Most believe he was underwhelming as a president and did not achieve much during the restoration of the post-civil war era.

LBJ had incredibly effective dealings with congress, having even gained his own trademark "the Johnson treatment," in which he would more or less intimidate what ever member of congress on the receiving end into getting whatever he wanted. This coupled with his numerous years spent on capital hill, his effective lobbying strategies, and his near omnipresence on the phone lead him to be one of, if not the most effective president to ever deal with congress.

LBJ's second lowest characteristic is moral authority, and this is largely because he used the presidency moral authority as a tool to pass the legislation he felt was necessary to pass.

Zachary Taylor was a war hero and a commander in multiple war with many victories. After the Mexican-war he became a full-fledged war hero. He was a leader. His image helped his act of persuasion and use of propaganda to find a common enemy and views with the people.
Lowest characteristic- performance within context of times
He received low ranking due to his performance and failing to pursue equal justice. He was president during the debate of slavery and he would avoid the issue by leaving the decision to the states. He also clashed with Congress on some occasions. He even threatened to lead an army if it became necessary to enforce law and preserve the union.

President Franklin Roosevelt's "New Deal" fought the Great Depression on a number of fronts. FDR pushed through legislation that reformed the banking and financial sectors, tried to cure the ills afflicting American agriculture, and attempted to resuscitate American industry. His many efforts to revive the American population from the negative effects of the Great Depression proves his high rating in Crisis Leadership.
Second Lowest Characteristic: Economic Management
FDR was the President during World War II. He created the New Deal, which he spent a large amount of money on. Although the money spent on the New Deal was large, he spent much more on the military. This spending tripled the US debt and experts say that if he had spent that amount of money on the New Deal, the Depression would've ended sooner.

President Harry S. Truman confronted unprecedented challenges in international affairs during his nearly eight years in office. Truman guided the United States through the end of World War II, the beginning of the Cold War between the United States and the Soviet Union, and the dawning of the atomic age. Truman intervened with American troops in the conflict between North Korea and South Korea and he supported the creation of the state of Israel in the Middle East. In sum, Truman's foreign policy established some of the basic principles and commitments that marked American foreign policy for the remainder of the twentieth century.

Kept the same cabinet in place that FDR had yet had very little confidence in the group. The people which he chose to eventually replace him contributed little to his presidency and negatively effected his popularity. Reasoning - Abraham Lincoln pursued a war against his own country, pulling out full industrial effort from the North to wage war against the Confederacy.
